Star Kids Program

The STAR Kids Program provides essential Personal Care Services (PCS) for children and young adults under 21 who require assistance with daily living activities due to physical, cognitive, or behavioral limitations. This non-waiver Medicaid benefit ensures that individuals with disabilities or chronic health conditions receive the necessary support to live safely and comfortably at home.

What is the STAR Kids Program?

The STAR Kids Program offers Personal Care Services (PCS) to children and young adults with disabilities who need help with Activities of Daily Living (ADLs) and Instrumental Activities of Daily Living (IADLs). These services provide critical support for everyday tasks, allowing patients to remain at home with their families rather than in institutional care.
The Texas Health and Human Services Commission (HHSC) manages the STAR Kids Program, while Department of State Health Services (DSHS) case managers assess each individual's needs and determine their eligibility for PCS.

Who is Eligible for PCS?

Children and young adults under 21 years old with disabilities or chronic health conditions may qualify for the STAR Kids Program if they meet certain Medicaid requirements. Eligibility includes individuals who:

  • Receive Supplemental Security Income (SSI)

  • Receive SSI and Medicare

  • Get services through the Medically Dependent Children Program (MDCP) waiver

  • Get services through the Youth Empowerment Services (YES) waiver

  • Live in a community-based intermediate care facility for individuals with intellectual disabilities or related conditions (ICF/IID) or a nursing facility

  • Receive services through the Medicaid Buy-In Program

  • Receive services through any of the following Department of Aging and Disability Services (DADS) intellectual and developmental disability waiver programs:

    - Community Living Assistance and Support Services (CLASS)
    - Deaf Blind with Multiple Disabilities (DBMD)
    - Home and Community-based Services (HCS)
    - Texas Home Living (TxHmL)

STAR Kids Covered Services

Through the STAR Kids Program, children and young adults can receive a variety of personal care services that support their physical, cognitive, and behavioral needs. These services are designed to assist with everyday tasks that may be challenging for individuals with disabilities or chronic conditions.

Services Include:

  • Assistance with Daily Living Activities (ADLs):

    • Bathing, dressing, and grooming

    • Eating and feeding assistance

    • Transferring (e.g., from bed to chair)

    • Mobility and locomotion assistance

    • Toileting and hygiene support

  • Instrumental Activities of Daily Living (IADLs):

    • Meal preparation and cleanup

    • Medication management and reminders

    • Light housekeeping and laundry

    • Shopping for groceries and household essentials

    • Telephone use and communication support

    • Arranging transportation and accompanying patients to medical appointments

These services are crucial for helping children and young adults with disabilities live independently in their homes, while also reducing the strain on their caregivers.
