Personal Care Services (PCS) is a non-waiver Medicaid benefit designed to provide crucial attendant care services for individuals under 21 years of age. At Holistic Care Home Health Agency, Inc., we offer PCS for children and young adults who need help with daily living activities due to physical, cognitive, or behavioral limitations caused by disabilities or chronic health conditions.
This program ensures that your child receives the necessary support to live as independently and safely as possible while maintaining their dignity and comfort at home.
What is PCS?
Personal Care Services (PCS) assist children and young adults with their daily living needs through the Texas Health and Human Services Commission (HHSC). Under this Medicaid benefit, our professional caregivers provide essential support to help patients complete Activities of Daily Living (ADLs) and Instrumental Activities of Daily Living (IADLs).
Through thorough assessments conducted by the Department of State Health Services (DSHS), case managers determine the level of care needed to ensure patients receive the appropriate amount of attention and support.
Who is Eligible for PCS?
Children and young adults under the age of 21 who:

Require assistance with daily living activities due to a physical, cognitive, or behavioral disability

Qualify for Medicaid and have been assessed by the Texas HHSC or DSHS case managers
PCS Covered Services
We provide a comprehensive range of Personal Care Services to meet the needs of your child or loved one.
Our services include:

Bed Mobility & Positioning: Helping patients move and position themselves in bed to ensure comfort and prevent bedsores

Eating Assistance: Support with feeding and maintaining a balanced diet

Transfers: Helping patients move from one place to another (e.g., from bed to wheelchair)

Locomotion: Assisting with walking and mobility within the home

Toilet Use: Support with using the restroom, including transfers and hygiene

Dressing & Personal Hygiene: Helping patients dress and maintain hygiene

Bathing: Assistance with bathing and grooming to ensure cleanliness and well-being

Meal Preparation: Preparing nutritious meals that meet dietary needs

Medication Assistance: Helping patients take prescribed medications as directed

Telephone Use: Supporting patients in communicating through the telephone

Arranging Transportation & Medical Escort: Organizing transportation and accompanying patients to medical appointments

Laundry & Light Housework: Ensuring a clean and safe environment by assisting with laundry and household chores

Grocery & Household Shopping: Helping patients with shopping for necessary household items

Habilitation Services vs. PCS
While PCS focuses on providing assistance with essential daily living activities, habilitation services (available through waiver programs) go a step further by helping patients acquire, retain, or improve skills related to independence and social adaptability.
However, habilitation services do not cover routine care and supervision that is typically expected from family members, nor do they include services covered by other sources outside of the Medicaid waiver.
